If you’re a Duluth resident facing financial and physical challenges or a disability, you may qualify for free snow removal support this winter through the Sidewalk Snow Removal Pilot Program, offered in partnership with Snow Scholars, Duluth Aging Support, and community partners.






Who It’s For
You may be eligible for free snow removal support if
- You’re unable to afford snow removal services and have physical limitations or a disability.
- You don’t have family, neighbors, or other supports available to help.
- Your home is small to medium in size and located in the City of Duluth, MN.
- Your driveway is no longer than four car lengths and no wider than one car, with a sidewalk 150 feet or shorter.*
*Longer sidewalks may be considered with an extra charge. First-come, first-served while spots are available.
How It Works
Snow removal support is as easy as one, two, three, four
- Submit Interest — Complete the online form below or email hello@duluthagingsupport.org. Spots are limited, so act quickly.
- Confirm Eligibility — Our team will review your inquiry and contact you via email or phone to discuss your situation and program availability.
- Get Enrolled — If you qualify and spots are available, you’ll contact Snow Scholars directly at (218) 520-8800 to receive snow-clearing services through the season, paid by our Sidewalk Snow Removal Pilot Program.
- Receive Support — Snow Scholars will clear your sidewalk and/or driveway after a snowfall of 1 inch or more (once snow has stopped).

Residents living in Duluth, MN, who are unable to afford snow removal services and have physical limitations or a disability that make it challenging to clear snow around their property, with no family, neighbors, or other supports available to help.
You should still apply for the Sidewalk Snow Removal Pilot Program! In some cases, extended sidewalks and/or driveways may still be cleared for a small additional fee, subject to the Sidewalk Snow Removal Pilot Program’s available resources and capacity.
Since this is a pilot program, we have limited spots and funding available on a first-come, first-served basis for Duluth, MN residents who qualify for the 2025-2026 winter season. If spots are filled for the season, we still recommend applying for the next winter season.
Yes, you can apply for the Sidewalk Snow Removal Pilot Program on behalf of a neighbor, family member, or friend who is unable to afford snow removal services and has physical limitations or a disability with no additional supports available to help.
The snow removal support is funded in partnership with Duluth Aging Support, a local nonprofit that advances age-friendly work, and Snow Scholars, a local nonprofit that pairs students and community members with neighbors who need snow removal support.
Scholars will be dispatched after each snowfall of 1 inch or more, following the City of Duluth Ordinance. Once the snow stops, you’ll receive an email notifying you of their expected arrival.
After you apply, our team will review your information to confirm eligibility. Then we’ll follow up with an email or phone call to confirm you’ve been accepted and connect you with Snow Scholars so you can set up your snow removal support services directly through them.
